ReasonWaste quantity records were not available for the facility for the years 1970 to 1986. In order to estimate the annual waste quantities for these years, the applicable methods outlined in 40 CFR Section 98.343(a)(3)(i) through (iii) were undertaken. It is reported that waste was filled in excavated areas below ground surface in the closed MSW Disposal Area during the initial period when the facility opened. Since the extent of disposal and the depth of waste is unknown, the data between 1970 and 1986 were calculated per Equation HH-2 using population served by the landfil. The annual population data was linearly interpolated from US census data published in 1970, 1980 and 1990 for Birmingham and neighbor areas in Alabama served by the landfill facility. The waste per capita and percent waste generated and subsequently managed by the landfill was obtained from Table HH-2 to Subpart HH. Waste quantity data since 1987 is from weigh scale records.
